Are your unable to load the License file in Xilinx License Manager? Is the License Manager Window crashing every time?
Unfortunately Xilinx 14.7 ISE isn't 100% compatible with Windows 8 64bit OS, but it works just fine with windows 32bit and preceding versions of Windows.
Follow these simple steps to fix this problem:
Step 1) Go to: C:\Xilinx\14.5\ISE_DS\ISE\lib\nt64
Step 2) Rename libPortability.dll to libPortability.dll.orig
Step 3) Rename libPortabilityNOSH.dll to libPortability.dll
Step 4) Copy the file libPortability.dll <ctrl+c>
Step 5) Go to C:\Xilinx\14.5\ISE_DS\common\lib\nt64
Step 6) Paste the file that was copied in step 4 <libPortability.dll >
